Title: Assistant Finance Officer

 

Qualifications:

1. High School diploma with a BS degree in Business or Accounting preferred.
2. At least five years’ supervisory experience in the accounting field in either the business, school environment or accounting firm.
3. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

 

Reports to: Finance Officer


Supervises: Payroll Supervisor and Assistants, Accounts Payable Supervisor and Assistants, Health Benefits Representative


Job Goal: To ensure that the school district derives maximum educational dividends from the prudent expenditure of every    school dollar.

 

Performance Responsibilities:
1. Follows all rules, policies, and procedures of Carteret County Schools, along with state and federal regulations pertaining  to school finance matters.


2. Assumes responsibility for the receipt and expenditure of school district funds.


3. Assists the Finance Officer in preparing and implementing the school budget.


4. Provides monthly accounting of all income and expenditures.


5. Analyzes all financial statements.


6. Reconciles all bank accounts maintained by the Board.

 

7. Prepares reports to the proper staff officials and individual school principals concerning the status of their budgetary          accounts and to guard against the overspending of any budgeted account.


8. Maintains general, revenue and appropriations ledgers on an encumbrance basis.


9. Recommends new accounting methods as desirable and necessary.


10. Compiles necessary statistical data for the preparation of the fiscal budget.


11. Prepares financial reports as required by state and federal agencies having jurisdiction    over public school funds.


12. Assists the Finance Officer in the projection of revenue and expenditures.


13. Reviews (annually) program compliance including but not limited to Child Nutrition, Title I, II and III, Exceptional            Children’s Program, etc. with a report to the Finance Officer.


14. Reviews individual school records in the same manner as external auditors. Reports findings and solutions to Finance        Officer after reviewing with school personnel and creating a corrective action plan.


15. Acquires and issues school treasurer’s and teacher’s receipt books and any other forms on record keeping materials          required by the schools.


16. Trains new school treasurers.


17. Answers any questions regarding the use and recording of individual school funds and bookkeeping records.


18. Performs other duties as may be assigned to him by law, by the Superintendent, or by rules and regulations of the State  Board of Education and the Local Government Commission.

Terms of Employment: Twelve month year/At will/FLSA Exempt


Starting Salary and/or Grade: Salary based on local salary scale.


Evaluation: Performance of this job will be evaluated in accordance with

                   Carteret County Public School Board policy.

• Ability to prepare comprehensive reports related to school financial matters.
• Ability to establish and maintain effective and productive working
   relationships with all areas of the school system and the public it serves.
• Ability to communicate clearly and concisely, both orally and in writing with
   school personnel, students, and parents while complying with the
   confidentiality requirements in local, state, and federal policies and statutes.
• Ability to follow detailed written and oral instructions.
• Ability to coordinate, plan, and meet deadlines, accomplish specific tasks, or
   meet specific standards
• Ability to comply with confidentiality requirements in local, state, and federal
   policies and statutes.
• Physical ability (able to exert up to 20 pounds of force occasionally) and
  dexterity to perform the duties and responsibilities of the job, such as walking,
  lifting, stooping, standing, grasping, kneeling, crouching, and key requiring
  repetitive motions.
